Organisation of parliamentary work
Democracy is indeed a determinant factor for State’s development and long-term stability, and remains the only system of governance in which people can fully realise their human rights. Democracy needs strong parliaments, where parliamentarians are able to effectively exercise their mandates: represent the people, make decisions based on independent and credible information, and scrutinize government action. That is why reinforcement of parliamentary institutions is decisive, be it a matter of setting up newly elected assemblies or perfecting the running of existing institutions.
The aim of this programme is to better understand the organisation, missions and working methods of the French Parliament (National Assembly and Senate), and comparing them with other parliamentary systems, thanks to the participation of auditors from many different countries, to improve the quality of parliamentary work and enhance parliamentary international cooperation.

Programme

- Presentation of the organisation, missions and working methods of the French Parliament (National Assembly and the Senate), and the place of the French Parliament in the fifth Republic
- Presentation of law-making procedures
- Definition of parliamentary control and assessment: bodies, procedures, resources and tools available to parliamentarians to analyse, control and assess government activity itself and the effectiveness of public policies as a whole
- Presentation of the activities of the French Parliament outside legislative work (including Press, IT-tools in support of the parliamentary work, administrative and financial organisation of the assemblies)
- Study sessions at the Council of State (Conseil d’État) and the Constitutional Council (Conseil Constitutionnel)
